Harvey Nash Finance are currently working in partnership with a large public sector organisation in the West Midlands to recruit an Interim Procurement Lead.
Experience:
* Proven experience as a Procurement Director/Manager/Strategist working for medium to large-sized public sector organisations in either a Head of Department/Function capacity or a Consultancy/Advisor role;
* Successful delivery of at least 3 major procurement strategies/implementations from initiation through to contract award as the procurement lead;
* Fully conversant and technically proficient in all forms of public sector procurement including Restricted and Competitive Dialogue procedures with experience of initiating, formulating and implementing procurement strategies;
* Understanding of sector structures, relationships and funding arrangements;
* Development and drafting experience of specifications, tenders, pre-qualification questionnaires and evaluation strategies including criteria and scoring matrix;
* Working at Executive Board level and capable of influencing senior stakeholders in complex matrix environments with the ability to achieve consensus across different management and political spectrums;
* Working within a project team environment and the ability to communicate concepts to non-experts.

Professionally qualified CIPS (Chartered Institute of Purchasing & Supply) Practitioner
