ICT Procurement Manager - Permanent - Hull (East Riding)

The University of Hull wishes to appoint an ICT Procurement Manager. The post holder will be based at the Hull Campus and will be part of the ICTD (Information & Communication Technology Department) Procurement and Finance team.

Mandatory Requirements:
§ Extensive experience in ICT and Procurement and a demonstrable range of knowledge. Capable of learning new concepts, ideas, procedures and systems in a short timescale.
§ Expertise recognised by the award of a relevant professional qualification and/or fellowship of a professional body.
§ A significant level of leadership ability and experience of the effective management of staffing resources.
§ May be required to study towards and pass, a recognised leadership and management qualification.
§ An active approach to continuing professional development/undertaking training as appropriate for personal and professional development.

The desired candidate will also be required to take responsibility and a significant level of accountability for ICT Procurement, tendering and contract management.
This will include:
§ Developing and implementing ICT purchasing policy and strategy.
§ Co-ordinating purchasing practices and maximising savings and benefits from procurement activities.
§ Responsibility for the management of a University centralised purchasing service for all ICT equipment and services.
§ Management of ICT contracts for all ICT systems and services, ensuring both appropriate levels of service and value for money are met.
§ Providing professional procurement advice in the negotiation, tendering and review of procurement contracts.
§ Developing productive relationships/partnerships with ICT suppliers and external procurement bodies and organisations.
§ Maintenance of high professional and ethical standards.
§ Developing productive relationships with the ICT Director, Finance Officer and other key stakeholders across the institution.

Overall Purpose of the Role
· At this level role holders will be experienced IT professionals who are expected to exercise a significant degree of specialist and independent responsibility.
· The role holder will have gained a professional and/or academic qualification and have extensive specialist experience.
· The role holder will be involved in planning and ensuring progress within established procedures and clearly defined university policy by providing a high level of specialist advice and expertise to support the Faculty or Departmental activities.
· The role holder will contribute to the longer term planning in accordance with the wider University strategy.
· The role holder will advise senior University management on policy, functional or service priorities and develop new procedures and polices within existing parameters.
· The role holder will plan and organise team activity to integrate and coordinate work across different parts of the University, faculty or department.

In return the client is offering a base salary of £38,140 - £49,689 depending on experience. This also comes with an excellent benefits package and a fantastic working environment. Furthermore a generous relocation package is offered if necessary
