Programme manager / Change / IT transformation / Setup a PMO function / Board level reporting experience

My client is currently in a period of investment and wishes to transform it IT department and overall culture. They require a senior program manager to take responsibilty for this. WHilst senior level experience is required the incumbent will also be required to involve themselves in some of the details in order to action effective change.

The post holder will be responsible for the end to end implementation and delivery of a substantial number of technical change projects, ensuring that they are implemented on time and within budget, in line with the business requirements. standards.

The post holder will be responsible for all aspects of the programme/project management process, including identifying deliverables and key milestones, allocating resources, managing risks and issues, forecasting and adhering to allocated budgets, ensuring delivery of the technical design and development through to testing and implementation.

The post holder will be responsible for woking with a team of project managers and related project budget in a matrix environment

Key Tasks

Developing and maintaining the programme environment to support multiple technical projects in a complex changingbusiness environment delivering on time and to budget.

Programme reporting to the Board of Directors and Programme Steering -Committee, comprising of the senior management team.

Enforcing project and business stakeholders adhere to change processes and structures (planning, reporting, budgeting etc)

Managing effective co-ordination and communication across the programme including taking decisions to mitigate risks, manage issues and escalate these promptly when required.

Maintaining an on going "health check" of the programme by continually re-assessing and challenging whether the projects are meeting objectives and continuing to use funds and resources efficiently and effectively.

Responsible for

The direction of the project teams and project managers in a matrix structure.

Working relationships/ accountable to

The post holder will work closely with other programme & project managers within the PMO and IT and also with business sponsors and business leads associated with their projects. The post holder will be accountable to the COO interim.

Essential criteria

Must demonstrate a proven track record of managing Transformational IT or business enabled change in a target driven results focused environment, resulting in the realisation of the intended benefits.

Must have a broad range of experience in IT transformation ideally within the Financial Services sector.

Strong Leadership style and ability to create a sense of community amongst the project managemers community.

Effective networker, with the ability to negotiate well and influence people at all levels, including Board level.

Proven ability to both plan and control delivery of projects within an environment of complex interdependencies, working with multiple suppliers. Proactively monitor programme progress, resolving issues and initiating corrective action.
